Factors of the Staff Turnover in the Altai Territory Industry in the 1940s — the First Half of the 1950s

Abstract

Using the microhistorical approach, the article examines the problem of the staff turnover during the period of legislative restriction of unauthorized job changing. (1940 — first half of the 1950s). Labor collectives of three enterprises were taken as an object for the microanalysis: the Altai Tractor Plant in Rubtsovsk, Transport Engineering Plant (“Transmash”) and Car-Repair plant in Barnaul. In the war period, the main manifestation of the staff turnover was mass leaving of jobs without permission of the administration caused by harsh working conditions and weak enforcement mechanisms to stop the stuff turnover which depended on the number of the local population in the work force. In the post war decade the general level of the staff turnover did not reduce, but the share of unauthorized leaving in staff turnover reduced in favor of dismissing ‘at workers’ will’. In the second half of the 1940s the staff turnover was determined by mass outflow of evacuated and mobilized workers. In the first half of the 1950s the stuff turnover did not reduce due to the severe housing deficit which was typical for the enterprises of the region, regardless of the conditions of its occurrence.
