P.A. Stolypin and "Muslim Question" in the Russian Empire
Abstract
At the beginning of the 20th century the imperial model of the Russian state faced challenges caused by the rise of national self-consciousness of non-Russian peoples. The power structures of the Russian Empire experienced considerable difficulties in the development of the State course in relation to the "Muslim movement", ideologically and organizationally formed in the period of the Revolution of 1905-1907. The article analyzes the views and political course of P.A. Stolypin in the solution of the "Muslim question" in the Russian Empire. There are signs of pragmatism and alertness in Stolypin's attitude the Muslim problem. He focused on the dangers of Islamism and Turkism ideas for the integrity of the state. The measures taken by the authorities were selective, reactive and not supported by sufficient financial and human resources. Despite all attempts, the public authorities failed to control the internal life of Muslim communities and the Muslim education system. The distrust and alertness of the Imperial Center to its Muslim subjects did not allow the Russian authorities to reach an understanding with Muslim elites, including pro-Russian ones.
