Value of the Party Experience for Professional Career of the Party Elite of the Altai Territory in 1938–1955
Abstract
Using the archival material, the authors analyze the party experience as social and professional characteristics of the party elite of the Altai Territory in 1938– 1955. An indispensable source of information in this case is the correspondence of the Altai Regional Committee of the CPSU (B) with the Central Committee of the CPSU (B) on personnel matters, which includes lists of leading party workers in the Altai Territory, which gives the opportunity to investigate the personnel composition of the party elite. Unfortunately, at present the majority of documents of this group are inaccessible to researchers. The most informative are the statistical reports of the personnel department of the Regional Committee on the quantitative and qualitative composition of the party nomenclature. An emphasis is made that in 1930–1940‑s the party experience was one of the defining terms of appointment to a managerial position. It was expressed through joining the Communist Party of the executives from the Regional Party committees aged 20– 25 which demonstrated the political devotion to power. Nevertheless, the party experience served as an indicator to update of the party elite of the region. This process was very dynamic during the war and in the postwar years and the first half of the 1950‑s. Least of all, the staff updating process affected the territorial level of government. Most of all, it affected the city and the district level.
