Quan Shuren's Reform Activity: the Becoming of the Regional Model of the Economy in the Liaoning Province
Abstract
The article is devoted to the activities of Quan Shuren in the middle of the 1980s and early 1990s who held higher posts in Liaoning Province: the governor and secretary of the provincial committee of the CCP. Having studied his political biography the author showed the formation of Quan Shuren as the leader of China's important and strategic region. Successful reform activity was preceded by work in the heavy and manufacturing industries, where he went from a workman to the general manager. The period of his administration of Liaoning Province came at the time of China's opening reforms. In the Liaoning Province Quan Shuren held a series of transformations in the spirit of openness. Main changes have touched coastal cities, thanks to which the economy of the Liaodong Peninsula becomes outwardly oriented, technologically advanced. The branches of foreign firms and banks began to open in the Liaoning Province. Different parts of the Liaoning Province united in a single economic organism. An equally important reform was the reorganization of state owned enterprises, which began to consider market conditions in their production. Quan Shuren paid great attention to the agrarian sector where the policy of "three cases in the countryside" was conducted. Quan Shuzhen very cautiously spoke about political reform, supported any democratic action if they did not affect the CCP's dominant position and did not go against the interests of the open economy.
