The State and Prospects of Higher Education in the Management Strategy of the Altai Regional Committee of the CPSU in the Second Half of the 1950s — Early 1960s

Abstract
As part of the publication, an attempt was made to study state policy in the field of higher education within the framework of the professional activities of the Altai Regional Committee of the CPSU in the period 1955-1960. The work is based on the methodology and paradigms of the “new social history” and the tools of historical sociology. The study uses unpublished sources that are being introduced into scientific circulation for the first time. The empirical basis of the study was the materials and documents of the fund of the regional committee of the CPSU of the State Archive of the Altai Territory.
The article emphasizes that the experience of the Soviet state illustrates the significant role of government bodies in the development of the higher education system and the formation of a corps of scientific and pedagogical personnel.
In the course of the study, it was established that the party elite of the region initiated a structural reorganization in existing higher education institutions, was puzzled by the search for effective models in the training of scientific and pedagogical workers and took the first steps, although not entirely successful, for the preparation and establishment of a classical university in the region - Altai State University.
The authors come to the conclusion that the vector of public management strategies of the regional committee of the CPSU was aimed at finding effective models in the training of scientific and pedagogical workers, problems of improving their professional activities and the attitude of teachers towards students.
