Reconstruction of the History of the Zaisan Kazakh Deputation to the Russian Imperial Court (1872-1873)

Abstract
The article is devoted to the history of the Kazakh deputation of the Zaisan pristavstvo and the Ust-Kamenogorsk uezd to the Russian imperial court, which took place in the winter of 1872/1873. For the first time in historiography, we reconstructed the processes of organization of this deputative mission, and its stay in St. Petersburg, on the basis of office documents and materials of the periodical press. The purpose of the trip was the expression of gratitude by the Kazakh elite for acceptance into Russian citizenship and the submission of a petition for citizenship for relatives nomadic in the Qing Empire. The composition of the deputation was represented mainly by not noble Kazakhs, most of the deputies were in the public service. The stay of the Kazakh delegates in the capital was arranged taking into account their needs, an excursion program was organized for them. As a result of the deputy mission, all its participants, even those who did not reach the capital due to illness, and the accompanying officials received awards. The Russian ruling circles, fulfilling the request of the deputies and rewarding them, expected to strengthen the loyalty of the Kazakh elite; this was especially true given the dissatisfaction of the steppe population with the ongoing reforms.
