Projects to Attract Foreign Workers to the Mining Enterprises of the Steppe Region During the First World War

Abstract
The study is devoted to the issue of attracting foreign labor to the mining enterprises of the Steppe region during the First World War. The documentary basis of the article is the materials stored in the Russian state historical archive, some of which are introduced into scientific circulation for the first time. The industry of the Steppe region during the First World War experienced a shortage of workers and the management of mining enterprises considered the possibility of employment in mines and factories of the Japanese and Chinese. However, after studying this issue in more detail, Ridder’s enterprises had to abandon the use of foreign workers, as this led to the need to solve a number of problems related to the provision of decent living conditions for new workers, social guarantees, health insurance. Also, the employment of foreigners in the mining industry of Steppe region was hampered by the language barrier, the high costs associated with the transportation and maintenance of workers in enterprises. Frequently, foreigners after ascertaining the working conditions, refused the job offered, explaining that low wages. As a result, despite various projects to attract foreigners, the management of the mining industry of the Steppe region had to find internal resources to eliminate the shortage of workers.
