The Problems of Employment for Refugees in West Siberia During World War I
Abstract
On the basis of archival material and published sources, the article considers the process of job placement for refugees during World War I in West Siberia. About 150 thousands of emergency migrants were placed in the region in that time. The job search for many of able to work refugees turned into unsolvable problem in the region. The job search for them was attempted by the bureau of work and aid labour commissions which were created by local committees to help refugees. The work of these structures for job placement for refugees was recognized as uneffective in the region. The level of the unemployed among the abled to work refugees in West Siberia was higher than in Russia on the whole. The authorities in the conditions of deficit of labour force in the main branch of regional economy, agriculture could not solve this problem with the help of rational usage of refugees' labour. Native peasants preferred to use a cheap labour of Austrian-Hungarian prisoners of war. As a result, the refugees often lost their jobs. The refugees employed in agricultural work had a very low level of wages. The conditions of life for the refugees in countryside often were unsatisfactory.
Almost nothing changed for the better in the situation with refugees, employment in the region after the overthrow of autocracy in February 1917.
