The Historical Features of the Eastern Siberia Administration (from 1822 to the Middle of the 19th Century)
Abstract
The article analyses the process of evolution of management system in Eastern Siberia. The strong and the weak features of policy of Russian Empire have been shown on the example of Siberia. The author analyses the preconditions of contradictions in the government system of Siberia, peculiarities of government of the Western and the Eastern Siberia, the role of individual governor-generals of the Eastern Siberia in the development of administrative system. The principles of functioning of administrative system have been shown. The distinctive features of Siberian region development have been described: the great number of political exiles and convicts; severe climate and rare population; the remoteness from the centre, and as the consequence, difficulties in making administrative decisions due to the time limits; the peculiarities of development and the order of function of the government body in Eastern Siberia. In particular, the author considers the principles of organization and functioning of the Central administrative office of Eastern Siberia, the government authorities, and the issues to be solved by these government authorities, the powers of the governor-general and the commander of Separate Siberian Corps.
