The Personnel Modernization of Forest Part of the Altai District during the Period of Transition to Intensive Forestry (1911–1915)
Abstract
The article is devoted to the one of little-studied questions in the history of the Altai Forest District, to HR modernization of the Altai District forest during the transition to the intensive forestry (1911–1915). On the basis of materials of the State archive of the Altai Region, the regulatory documents and acceding tothe list of ranks of Cabinet of His Imperial Majesty, the article shows the relevance of HR, the number, the level of education and qualification of foresters. The consideration is given to the difficulty of filling of a new administrative structures with qualified foresters in conditions of the introduction of the fractional economic and territorial division of the region during the administrative reform of 1911. When considering the impact of the reform on the HR problem, the brief characteristic is given to the previous state of forestryin the region which let us make the conclusion that the need in creation of a new management structure with qualified specialists, forest scientist arose longbefore the transition to the intensive forestry in the Altai territory
