Restoration of Activity of the Charity Organizations in the Territory of Western Siberia in 1918–1919
Abstract
The article researches a short period of activities aimed the recovering of charity organizations in the territory of Western Siberia/. The Soviet power established in October, 1917 liquidated in the legislative way the Russian Red Cross Society and its peripheral departments. This organization worked since 1867 and was one of large welfare institutions in the territory of the Russian Empire. Its departments opened and functioned not only in the cities, but also in the rural zone. Intervention from the International Committee of the Red Cross led to recognition of the First Geneva Convention by the Soviet power. Despite it, many activities of the Red Cross in the new state were lost. Change of a political regime in Siberia by the summer of 1918 affected recovery of local departments of the organization. Declaration of the Russian State in autumn of 1918 promoted return of a former provision of the Russian Red Cross Society in the territory of Siberia. The revealed materials allowed presenting the data on the recovery of work of a number of the charity organizations operating in the territory of Western Siberia. Their work was directed to assistance of the Siberian army, support of refugees from the territory of the Soviet Russia, assistance to the Russian soldiers returning from captivity, etc. Establishment of the Soviet power in the territory of Western Siberia at the end of 1919 led to final liquidation of charity organizations in this region. Work on contempt of the population turned into authority of the state bodies of the socialist state.
