G.K. Gins about the Image of the Kazakh Steppe and Assessment of Ethno-Сultural Potential of the Region in the Practice of State-Building at the Beginning of the XX Century
Abstract
The article presents the image of the Kazakh steppe in the interpretation of one of the representatives of the "active integration" G.K. Gins, the Chief official of the Main Department of Land Management and Agriculture. The author pays special attention to the physiographic parameters of the territory and the anthropological characteristics of the population in the author’s system analysis. G.K. Gins works serve as the basis to establish the place of the ethnic characteristic and historical conditions of existence of the indigenous population of Semirechye in the system of the Imperial Doctrine to control Asian Russia. As the result the conclusion is made about the existence in the environment of the officials of the Resettlement Administration views on the significance of ethno-cultural potential for colonization process. On the basis of G. K. Gins observations the authors draw the following conclusions: the characteristic features of the image of the marked areas were the signs of civilizational otherness of the studied ethnic group compared to state ethnic group. The difference is based on the social structure of the nomadic society; a minor transformation of it was a logical consequence of the irrationally organized economic activity.DOI 10.14258/izvasu(2015)4.2-31
