The Altai Territory Legislation Development in the Early 2000s

Abstract

The article considers the transformation of the Altai Territory internal legislation in the early 2000s. The article describes the stages and trends in the Altai Territory legislation development. The authors come to the conclusion that the post-Soviet period of legislation development may be divided into three stages. The first stage witnessed an idealistic approach to statute law, reliance in good faith upon acts of territorial legislature that may have improved economic and social situation in the region. The second stage saw the policy of greater concentration of federal power that led to gradual transfer of most powers to legislate from the regional to federal government. Consequently, it resulted in reduced powers of RF entities’ legislative authorities. Finally, the recent stage of the Altai Territory internal legislation development is dominated by centralization trend, which is marked with the predominance of the federal legislation and considerable reduction of legislative powers of RF entities. In conclusion the authors point out as a negative trend the reproduction of federal laws by the Altai Territory legislative authorities accompanied by the loss of legislative initiative and autonomy. Another significant trend, according to the authors’ opinion, is the instability of electoral law.
