On the Issue of Preventing Crimes Committed in a State of Intoxication at Societal Level
Abstract
The present paper analyzes the basic quantitative and qualitative indicators of crimes committed in a state of intoxication: state, dynamics, specific gravity. It deals with the current situation of combating drunkenness and alcoholism. In this paper the regulatory legal acts regulating public policies to reduce the substance abuse and to prevent alcoholism growth among the population of the Russian Federation. The process of their implementation implies the development of unified state statistical monitoring system of the national alcohol consumption including young people on the basis of modern information technologies and taking into account international experience. The paper reveals the problematic issues of combating substance abuse, high levels of alcohol consumption, which greatly increases the risk of both intentional and negligent offenses, as well as the risk of victimization. It also significantly increases the risk of accidental offense. In conclusion, the work addresses the most urgent, in our opinion, social measures to prevent drunken crimes: promotion of civilized drinking, development of social and legal systems of substance abuse prevention, banning the production of cheap alcohol surrogates and fighting against alcohol manufacturers whose products do not meet the mandatory requirements of standards, sanitary and hygienic norms.
