The Evolution of the Administrative Framework of the Cabinet Land-Rental Economy in Altai in the 80s — the First Half of the 90s of 19th Century

Abstract
The article considers the process of the land-rental economy administrative structure development in the Altai mining district, which was designated by the authors as the "administrative framework", between the administrative reforms of 1883 and 1896. The authors analyze the appearance and structure of the Land department, which was supposed to manage rent in the district, and also indicate that its insufficiency became clear almost immediately. The article traces the gradual spread of responsibilities for supervision of tenants and collecting rental money to other district structures and provides a simplified model of land-rental management, when mining officials managed rental in factory lands; foresters were engaged in managing rent within the forest; caretakers of Borovye and Burlinskiy salt lakes — rental area of Kulundinskaya, Salt and Karasuks steppes; and rental officials — the rest of the land distributed among several areas. In addition, periodically, with the help of special trips, employees of the district administration were included in the framework. The authors found that by the end of the period under review, 20 administrative units without clear zoning and division of responsibilities managed the district's land and forest resources, leading to chaos and confusion. The authors conclude that the administrative framework lagged behind the development of the economic space of land-rental relations and could not ensure the efficient distribution of the growing load, which logically led the cabinet administration to the new reform of 1896.
