Urban Land Improvement and Housing Problem in the Krasnoyarsk Krai in the Second Half of the 1950-s — the Beginning of the 1980-s
Abstract
Industrial reclaiming of the Krasnoyarsk Krai was accompanied by intensive urbanization in the second half of the 20th century. In the cities there was housing construction, analogs to which had not been reported before. Reports of the enterprises and the page of newspapers dazzled with high figures of houses commissioning. Having moved from cellars and barracks, many people for the first time had an opportunity to live in the well-planned apartments. However, it can be observed that the situation was rather difficult in the concrete cities. The major role was played by the township-forming enterprise. For example, cities of Minsredmash were built according to the general layout; consequently it had the centralized communications and site landscaping. At the same time ministries of the wood, gold and coal industry had no concern for provision of urban amenities in the settlement so much. А fast pace of construction demanded large volumes of production of building materials and a considerable amount of qualified workers. Initially such resources did not exist. Their creation demanded time and money. Heightened rates resulted in poor quality and losses. Very common was the low quality of interior decoration, an incomplete batching of the electro- and sanitary equipment, a delay in lying of communications; engineering networks were also overloaded which resulted in a high level of accident rate. The big influx of country migrants which doubled urban population for the affected period sharply increased the housing demand. In such situation it was almost not possible to satisfy escalating needs of the cities even in the developed southern areas, especially it was difficult in extreme conditions of the North.
