From the History of Development of Physical Culture and Sport in the Penza Region: Construction of Athletic Facilities (the Second Half of the 1940‑s — the First Half of the 1950‑s)
Abstract
The article considers one of the most important activities of the Soviet state on the development of physical culture and sport — construction of athletic facilities in the second half of the 1940‑s — the first half of the 1950‑s (on the example of the Penza region). In the region the issue was under control of the committee for physical culture and sport at the Penza regional executive committee. Under the resolution of the SNK USSR of September 28, 1945 the committees got back their athletic facilities and premises occupied for the military needs; financial means were allocated for restoration of sports activities and training of the stuff. Local authorities at the suggestion of the Penza committee for physical culture and sport constantly controlled the use of athletic facilities and construction of new ones, attracted to the solution of the matter volunteer sports societies, educational institutions and other organizations of the region. Often the construction of athletic facilities was conducted by forces of athletes and Komsomol members, by helping at construction sites and carrying out “voskresniks”, without any monetary expenses (campaigns were held to help at the construction and restoration of athletic facilities; instructors and literature were repeatedly sent to the region to help with the construction of the elementary athletic facilities).
