Formation of the Soviet Power in Kazakhstan and Realization of the Policy of Indigenization of Administrative Facilities in 1920–1926
Abstract
On the basis of a wide range of documentary sources the article considers the formation of the Soviet power in Kazakhstan and the initial stage of indigenization of party state government of the republic. Indigenization was the most important part of national policy of the Soviet state and allowed exercising the right of the nations to self-determination and self-development in cultural, educational and managerial meanings. Iindigenization in Kazakhstan was performed by means of the solution of two tasks: first, the translation of a clerical work in the republic into Kazakh, giving to Kazakh the status of the language of business communication along with Russian; secondly, the expansion of national representation in the authorities of all levels, increase of the national party personnel. In parallel with set tasks the solution was offered to the problem of the construction of the national education system and liquidation of illiteracy among the Kazakh population. Despite the challenges, the results of the pursued policy were visible in the first years of indigenization. The number of the national personnel in the management system considerably increased the network of educational institutions, rates, schools created in the republic on training of managers of an average and lowest link promoted the increase in the literacy level of the Kazakhs. However, the method of "a percentage regulation" realized in the policy of indigenization in 1920–1926 did not lead to high-quality change of the management system in the republic, difficulties and in translation of clerical work into Kazakh remained which forced the management to refuse its use.
