Evolution of Party-Management Bodies of State Power in Altai under the Conditions of Administrative-Territorial Isolation of the Region (1930-1940)
Abstract
This publication is an attempt to analyze the implementation of the state's administrative function in the Soviet period on the example of the Altai Territory in the period of administrative and territorial isolation of the region. The authors note that the main objective prerequisite to distinguish the Altai Territory as an independent administrative-territorial unit of the country was its gradually increasing role in the union economy. The article shows that, depending on the situation, which requires a regular change of political and administrative landmarks, the structure of the regional party committee was constantly changing. The strengthening of organizational centralism was reflected in the transition to the sectoral system of leadership of the decisive sectors of the economy with the developing war sector. The authors established that the process of formation of party bodies, the Great Patriotic War, the post-war period of the restoration of the economy of the region and the policy of the Center aimed at reducing the number of the party apparatus and weakening the influence of party bodies on the economic development of the region, determined the transformation of party committees of the province in the direction of expanding their structure or on the contrary — a reduction in the number of structural units. In connection with this change, the quantitative composition of the party apparatus was also subjected to the implementation of the state's administrative function in the Altai Territory.
