Problems in Organizing the Activities of the Shcheglovsky City Council during the Years of the 1st Five-Year Plan

Abstract
Problems related to the working conditions of the Shcheglovsky City Council, its personnel policy, the procedure for distributing duties among employees, and methods of working with the population of a rapidly growing industrial city are considered. During the first five-year plan (1928-1932), the issue of increasing the activity of deputies and the effectiveness of the work of deputy sections was acute in the city council. The representative body of local government did not have its own premises and often had to move from one building to another. The city budget did not provide for the growing needs of the population in the development of the social sphere, especially the implementation of voter orders in terms of housing and capital construction. The small executive apparatus did not have the proper qualifications, was overloaded with numerous duties, and had little control over the implementation of its own decisions. In the context of high responsibility and low wages, there was a problem with the selection of leadership personnel. Against the background of organizational, personnel, financial and other difficulties, the Shcheglovsky City Council failed to significantly reduce the severity of problems in many areas of the city's life.
