Personnel of the Altai Control Department and Its Dynamics in the Early 20th Century

Abstract
The article analyses the principles of personnel policy implemented in the Altai Control Department at the beginning of the 20th century. Reconstructing the personal of the institution on the basis of the array of personal files of the Department officials, the author compares their staff tables. The 1899 staff provided officials promotion opportunities and gradual training of specialists in grass-roots positions with subsequent promotion. But the lack of promotion prospects for comptrollers could slow down both of these processes. Therefore, the stable position of comptrollers "frozen" personnel movements, which increased only during periods of extraordinary situations in the work of the department. The new staff of 1913 provided some opportunities for personnel dynamics, generally preserving the basic principles of the previous staff. Also at the beginning of the 20th century there was a change of generations of employees of the Altai Control Department. The author concludes that, depending on the conditions and the tasks before the establishment, various possibilities of implementing the staff could be used to create the most stable and workable team of employees of the Altai Control Department.
