Personnel Structure of the Barnaul Department of Control of the Ministry of the Imperial Court in 1882–1899
Abstract
The article is devoted to the analysis of the personnel policy implemented in the 1880s-1890s by the Ministry of the Imperial Court in relation to the Department of Control in Barnaul. The author pays the main attention to the reconstruction of the personnel of the Department. The study was revealed to all the officials who held posts in the Department from 1882 to 1899. The State of 1882 did not record the exact number of posts in the Department, explaining that the principle of "necessary". Implementation of the staff was reduced to minimizing the composition of the Department. On the one hand, in the 1880s the Department was already experienced persons who served in it since the 1870s. On the other hand, the list of staffs was not given opportunity for promotion, except in rare cases, release of posts. New officials were appointed to the Department very rarely. Most of the new appointments were unlikely to be of service interest. The author comes to the conclusion that the personnel policy in relation to Department of Control in the period under review was ill-conceived. The external stability of the composition hid the staff uncertainty.
