The Comprehension of the Results of the Political and Legal Development Mechanisms of the Eastern Outskirts by the Russian State in the 18th Century (on the Example of Processes in the Southern Regions of Western Siberia and in Altai in the First Half of the 18th Century)
Abstract
The publication reflects the results of the research of the genesis and implementation of political and legal development mechanisms of Altai (the Upper Ob and Irtysh area) by the Russian state in the first half of the 18th century. The author considers formation of a spatial model of the region, the legislative domain and the managing system of the territory as relevant tools. The most important factor determining the administrative summon of development is “undermanagement” -insufficiency of managers per capita for reasonable and effective administration, along with resource and staff deficit. The article reveals the contingency of mechanisms of public state policy, the necessary accommodation of elements of the military and political methods of influence. The phenomenon of hybridization and epigeneticist is determined as a natural consequence of the inconsistencies of the administrative doctrine with managerial realities. In conclusion, there is a correlation between the key trends, the results of state policy and administrative transformations in the south of Western Siberia in the middle and in second half of the 18th century.
