State-legal Regulation of the Functioning of the Old Believer Prayer Houses in the Territory of the Tomsk Province in the 19th — Beginning of the 20th Century
Abstract
The article deals with the functioning of Old Believer prayer houses in the territory of Tomsk province in the 19th century. The authors analyzed the legislation of the Russian Empire on this issue, and also study the specifics of its implementation at the local level, due to a rich set of archival data, many of which were used for the first time. The presence of Old Believer prayer houses, as well as the conditions for their functioning, were strictly regulated at the legislative level. Violation of the prescribed norms led to the prosecution, the prayer houses themselves were closed or subject to destruction. At the same time in the territory of the Tomsk province there were illegal Old Believer prayer houses, built again, or autocratically opened. All attempts to resolve this issue did not bring the expected results to the provincial and eparchial authorities.
The practical implementation of the law of May 3, 1883 in the territory of the Tomsk province was hampered by administrative conditions. By itself, the law was halfhearted, this was due to the fact that it was brought to life more by the "spirit of the times" than by the government's desire to reward the Old Believers with civil and religious rights.
