Factors and Regional Specifics of the Formation of Local Air Defense in the USSR (on the Material of the Omsk Region)

Abstract
On the materials of official records revealed factors and regional conditions of the organization of local air defense in the Omsk Region, which functioned as part of the civil defense system of the USSR. On the example of creation of the system of protection of population and territories from the dangers of military conflicts in this region the transformation of local air defense from a local system into the national system of defense measures is shown. It is established that in the territorial format of the USSR, complex and diverse geographical, climatic, social circumstances, the decisive function was performed by administrative and political factors, and external threats to security required operational decisions in the field of civil defense. When the Great Patriotic War started and factories were moved to Siberia, there was a need to set up local air defense in the region. This involved creating management bodies and forces for the MPVO (Local Air Defense Forces), designing communication and warning systems, building protective structures, and establishing command posts that were tailored to the local area.
